COM1 used by another application

Can someone help me determine which application is using my COM1 as this is
the only one on the machine and I need it. I can't figure this one out. Is
there some kind of application or some command line to reset the port or
something like that. restarting, changing IRQ and other things didn't help.
I have changed the setting in BIOS to and still being used. I have removed
it from device manager and still the same. HELP!

this is on win2000 SP4 and it is dell dimension if it makes any difference.

typically COM1 is often snatched by RAS (remote access service) via the
modem.

Try

Start
Run
type
devmgmt.msc
click OK

<device manager opens>

View
select
Devices by Connection

navigate through until you find COM1 ... it should show what is
connected to it.
 
I still can't see the port being used. I don't have a modem also.Any other
ideas?

Bear in mind that W2K itself takes control of the ports so if you're
trying to use an old DOS program to access the ports they will not be
allowed direct access and may well report the port is in use.
 
But I am trying to use Hyper terminal to configure the router. this is so
strange. it worked before. like last year or something like that.
