Is there any utility that will tell me what device is using which COM port
on Windows XP Home?

The device manager should do that. Look up the modem section.

Device Manager is inadequate. I need to know about devices other than the
modem that are not listed in device manager such as Bluetooth communications
ports, etc. I also want some real time indication of what is being used and
what is not.
