Com port conflict

Hi all,
I am connecting my cell phone to my computer using a USB
cable and when I plug it in and use the phone software to
access the phone, the computer start to hang or sometimes
restart.

This happens to the modem as well.

Can anyone help me out?
I am using Windows XP
