Column-break problems in word 2003

When I click onto INSERT/BREAK/COLUMN-BREAK, I get a PAGE-break instead? What
am I doing wrong?

Well, instead of a two-column section for each list of ingredients,
you could use a one-row, two-column, no-borders table for the
ingredients.
