Like your option 1... do you have a specific addin in mind to allow the
selction on pre-aproved colours? Seen some clever peice of software out there

Have a look at http://shapestyles.pptools.com and play with the demo a bit.
It takes a bit of getting used to but you can create styles that include not just
colors but text attributes, fills, lines, sizes, positions, just about anything you
can do in PPT by way of formatting.

There's a companion ShapeStyles Lite that's intended for distribution to the people
who'll USE the styles you create with ShapeStyles. It allows them to choose and
apply styles but not to create or edit them.

We also do more elaborate custom-written PPT addins that do even more to simplify
things for users, but ShapeStyles is a good (and inexpensive) starting point.
