Cold boot problem

I removed a motherboard from one of my kids computers and installed it
in my other kids computer. I did a windows xp repair due to the new
motherboard and now when it's started for the first time cold it
won't boot. No beeps no hdd light, no cd rom light but the cpu fan
spins and the power light is on. I can't shut it off by pressing the
power button or restart it with the restart button.
After a few minutes running like this and then pressing the restart
button it will finally boot fine and the system runs normal and if I
restart or shut down and start again, when it's warm, it's fine. I
replaced the power supply and it does the same thing.

Any ideas why?

YIKES!

How about moving the power supply from the original box the mb came from
and move that PS also to the other box you're planting theis mb?

That then eliminates all variables except the peripherals and the case
itself.

I would just do a clean install in the replacement machine. Something
from the old mb/component drivers could be preventing the HDD to boot in
the new mb. A clean install will, well...be clean and free from
carryover baggage, save headaches and doesnt take that much more time or
effort.
