PC cold boot problems.

Hi everyone, my recently upgraded PC is not cold booting properly
after I upgraded the Mobo, CPU, PS, and Video. When I power the
machine on, the fans and hard drive spin up but there is no video
signal sent to the monitor. There are no beep codes just a blank
screen. If I wait a few seconds and press the reset button the PC
boots up fine and I can play WoW or CS:S for hours without an issue.
Has anyone seen this kind of issue before?

I suspect a bad power supply or motherboard but I need to make sure
I am not missing something. The video card and power supply worked OK
in my old Athlon XP 2400+ system.

Here are my system specs:

Intel Core 2 Duo E6400
ASRock 775DUAL-VSTA
XFX GeForce 7600 GS AGP8X 512MB
Fortron Sparkle FSP/SPI ATX-400PN 400W
1 GB DDR RAM (512MB Kingston PC2700 and 512MB Samsung PC3200)
80GB WD HD
Plus various USB devices (kbd, mouse, WiFi, external DVD-RW, printer,
multi-card reader)

Psu sounds kinda small. I'd probably start there.
