"Code page conversion tables" completely empty ???

This problem makes me so frustrated. On my Windows XP (SP2) machine, in
Control Panel -> Region and Language Options -> Advanced, the "Code
page conversion tables" list and "Language for non-Unicode programs"
list are both completely EMPTY!

I searched the web but could find no answers anywhere. Anybody has some
idea?

*.nls files are language files. All of these files are the languages that
XP supports. I.e. Regional and Language Options in the Control Panel.

c_###.nls files.

The c stands for copepage. And nls stands for National Language Support.

Do you have more than one c_###.nls file, c_437.nls for example, in
%SystemRoot%\System32? I have 186 .nls files.

Does
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\
Control\Nls\CodePage
show any c_###.nls files?
