Codepage conversion table problem

Hi,

Recently, (I do not know how) I cannot use 'Serbian (Latin)'
characters in many editors & applications any more, although
everything is set as before at Control Panel / Regional and
Language Options:

1) Languages -> Serbian (Latin)
2) Language for non-unicode programs -> Serbian (Latin)
3) Codepage Conversion table (everything seeks OK)

In fact, all MS made software (Word, IE, OE, Notepad)
is working as before with Serbian (Latin) characters.

But, at other products, like TextPad, Borland C++Builder,
etc, I cannot enter any Serbian (Latin) character. Also, apps
made by C++Builder cannot show those characters. Insted
of them, it's shown the corresponding letter *without* diacrytical
marks.

Does anyone know what happened?

Another weird behavior:

Now, when I enter some 'Serbian (Latin)' text in NotePad
and then want to save it on the Desktop, Notepad informs
me that I will loose some characters if I want to save it as
a simple TXT, and instead suggests to save as UNICODE.

That was not the case before!
