Code page for UTF-8 selected but is grayed out

In the long list of "Code Page Conversion Tables" my entry for UTF-8
is selected but it is grayed out.

Does this mean that I can not see UTF-8 properly?

My newsreader shows several newsgroup postings with a jumbled up set
of characters

No -- it's selected. It's greyed so it cannot be accidently
unselected. That's a good thing...

The problem lies elsewhere.
