How to have different languages for different code pages?

I want to be able to view GB 2312 programs properly, but I don't want to lose
the proper display for programs for other encodings, such as UTF-8 and
US-ASCII. I changed the language to Chinese (PRC) and checked all the
checkboxes, but instead of all of the code pages having the same language, I
hope to have different languages for different code pages. As an example, I
would like to have GB 2312 set to Chinese (PRC) and UTF-8 set to English
(United States). If I change the language, every code pages that are checked
will be changed to the new language I have selected. Is it possible for me to
only have some of the code pages set to a language and other code pages to
another language? What will happen to unchecked code pages, will they still
hold the old language I assigned to them?

You are not able to. You can on a one by one basis. Change to Chinese and when you want another language you need to change it manually again

This is not a good thing, hope this is something that can be fixed. If it can
be fixed, then Longhorn should take note to this problem(the inability to
show all applications in their correct encoding, by one-time configuration).
It will be so good if different code pages(character encodings) can be
assigned to their appropriate language versions individually(the best is that
everything is pre-configured for this purpose).
