You can't and you don't. Suggest you run a full system scan with an

You don't want it back, it's a virus! Your virus software deleted it
for a very good reason. Do a search in your registry for the key
which is calling the file and delete the key.

From run, type in regedit.exe. Then do a search for cmd32.exe.
Delete all references to it.
