Something is causing cmd32.exe to consume all of the cpu
resources. How do I troubleshoot this so I can fix it?

Cmd32.exe is a virus. The correct file is cmd.exe
Do a virus scan or check out any av site for details on how to remove it.

Hello!
CMD32.exe is not a system file. BEWARE

CMD.EXe is the Windows system file

CMD32.exe indicates the presence of virus in your system:

http://www.viruslibrary.com/virusinfo/Worm.P2P.Tanked.htm
http://securityresponse.symantec.com/avcenter/venc/data/w32.kwbot.c.worm.html
Scan your system with latest updated anti-virus software.
