cmd.exe - Application Error

I am getting the following error on my laptop everytime I
run the command prompt:

cmd.exe - Application Error
The application failed to initialize properly
(0xc0000142). Click on OK to terminate the application.

I have Microsoft Windows 2000 Professional with Service
Pack 4 installed.

The strange thing is, if I have my laptop booted up from
my docking station, this problem disappears.

Any idea will be much appreciated.

This indicates that any console application is having difficulties
trying to establish contact with the console service. My only suggestion
here is to uninstall SP4, verify that things work now, download SP4
again and reinstall it. Let me know what happens.
