Close each program manually during Windows shut down

When I go to shut down or restart my computer, it brings up an error window
and says windows can not shut down "name of program" do you wish to close it
now. It brings this up for every program that is running in the background.
After the last manual close I do, it will shut down the computer. I am
running Windows XP and have installed SP2.
