Hello to all.
Success!! The problems has been 100% identified and fixed.
Those of you that suspected a software program causing the problem were
right - at least mostly.
Since last update I ran the Spyware software again - no solution. Then...
I have this Oregon Scientific weather station (touchpad display unit)
connected to my computer via a Serial cable so that it is able to communicate
with it's bundled software. when I went through the tedious task of checking
all of my software programs I checked the weather station data software and
it reported the correct time. At that time I assumed no problem there. But
I forgot that the actual weather station itself (hardware display unit) has a
separate clock and in a chance
moment of checking weather conditions I noticed the clock was exactly one
hour ahead! Bling!! (or however you make the light bulb going off in your
head sound) I reset THAT clock intentionally 5 minutes off and sure enough 1
hour later my windows clock was the same 5 minutes off. Since then,
obviously, I have reset all of my clocks to the correct time and 4 hours
later - Success!
Thanks to all of you that helped me - I have learned alot.
P.S. Jim, I did think of setting my computer in the incorrect time zone as a
end-around fix but thank goodness it did not come down to that - I'm way to
anal to live with that!

Have you tried changing your time zone to the next one west of you?
ALSO - possibly the start & stop times for daylight savings are in error.
Look in registry. Mine is:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation]
"Bias"=dword:000001e0
"StandardName"="Pacific Standard Time"
"StandardBias"=dword:00000000
"StandardStart"=hex:00,00,0a,00,05,00,02,00,00,00,00,00,00,00,00,00
"DaylightName"="Pacific Daylight Time"
"DaylightBias"=dword:ffffffc4
"DaylightStart"=hex:00,00,04,00,01,00,02,00,00,00,00,00,00,00,00,00
"ActiveTimeBias"=dword:000001e0

I would run at least one other spyware program. One doesn't do it anymore.
"About Time" was a clock sync program prior to XP. Most don't need it
anymore but you might want to try it out. Be sure to disable the Windows
time sync.
