Clicking on icons

When I try to open a program by clicking on the icon that sits on my desktop
the program opens as a small box. I then have to click in the upper rt hand
corner of the small box to get it to open - 1 extra step. This has only
started recently and I do not know how to get rid of the extra step.
 
What program are you opening? Window size is usually determined by the
program (unless you explicitly specify it in the shortcut's properties)
