CLicking Add/Remove Launches Notepad

When I click "Add/Remove Programs" in the Control Panel,
Notepad starts and pops the error message "The filename,
directory name, or volume label syntax is incorrect.".
That's it. I checked all the other items in the Control
Panel, they all behave as expected. I tried running
"rundll32.exe shell32.dll,Control_RunDLL appwiz.cpl" as
Richard McCall suggested, received the exact same message.

Trying running the following commands from a Command Prompt and then see what happens.

regsvr32 "C:\Program Files\Common Files\System\Ole DB\oledb32.dll"
regsvr32 C:\WINNT\system32\appwiz.cpl
regsvr32 C:\WINNT\system32\mshtml.dll
