clearing browser cache

Something mystifies me: advice that people need to routinely go and clear the
cache because it gets 'filled up'. Certainly the browser software knows enough
to rotate out old files to make room for new ones.

I understand there are some possible situations wherein some cached object
might be causing problems (by its name?). But still, I see advice unrelated to
that about the cache being full and needing emptying.

So what's the catch?
