I've tried to reinstall outlook repeatedly by removing ms office and
all registry entriest pertaining to outlook with regedit. However,
after reinstalling ms office and opening outlook, I still have my old
personal folders file complete with all my old data. TIA

No reason to reinstall for that. Simply close Outlook and rename the .pst
