Clarification about media center on which versions of Vista

I see in one chart Vista media center (cable/HD TV support) being only with
Vista Home Premium and Vista Ultimate

does a limited capacity (e.g. no tuner abilities even if you have the
hardware) of media center come with the other versions or is windows media
player the app that comes with the other versions?

You don't get MediaCenter with Home Basic. You get Media Player with all
versions. You can get tuners with Windows drivers, and presumably with
Vista drivers, that do not require Media Center. In the end, Media Center
is just a pretty face on otherwise more complicated-to-use media features in
Windows.
