Cipher Strength: 0-bit

This is preventing me from getting to secured sites. It
just started happening in the last week. I have Windows
ME. I followed the instructions in MS Knowledge Base
article 261328 and encountered some issues. I was able to
restore rsabase.dll, rsaenh.dll, and schannel.dll from
WinMe CD and successfully re-register them. However, I
was not able to re-register the other 2 files:
security.dll and secur32.dll. I get a "Load Library"
error for security.dll. I can't even find this in
c:\windows\system folder and can not find it either on the
WinMe installation CD. When tyring to register
secur32.dll, I get "DllRegisterServer entry point not
found" which may mean it's corrupt. I restored this dll
this from WinMe CD, but still got same error when re-
registering.

I have also tried completely reinstalling Internet
Explorer 6.0, but that did not help either.

Any help or suggestions would be greatly appreciated.

What version of IE are you using with Windows ME? The URL you have been
following only applies to IE 5.5 SP1 and IE6.
 
I have been using IE6 for a while now.

I also have not been able to run Windows Update either. I
get an error when trying to "scan for updates" that says
Windows update has encountered a problem. I'm assuming
this is also related to the 0-Bit strength issue.

Do you think this fix might not be working for me because
of the missing security.dll? If so, where can I get a
copy of this?
