cannot close browser window

i can open a browser window and view a webpage but the
page will then not close i have tried downloading any
patches that are avalable and these wont start. also
when i try and run regsvr secur32.dll i get the error
message "secur32.dll was loaded, but the
DLLregisterServer entery point was not found. this file
cannot be registered" any ideas please
