cipher strength 0 rsabase.dll(unable to rename to .old)

Browser: IE 6.0 SP 1
OS: Win 98


Problem 1:

My ie browser is showing Cipher strenth 0. To fix this
problem I tried to do the following:
Change the following files to .old extension

rsabase.dll
schannel.dll
rsenh.dll

For rsabase.dll I was nt able to change the extension
because it gave a message saying it is a protected drive
or the file is in use.

The other two files were not there in the windows/system
folder therefore I downloaded it from the inter net and
saved it in the system folder.

Problem 2
-------------------------------------------------------

I wanted to uninstall IE and reinstall it but in the Add/
Remove programs window I don't see the Microsoft Internet
explorer.

I need to increase the cipher strenght of the browser to
128 to enable the passport authenticatin for msn messenger
on my machine.
