cannot rename

When I try to rename the Rsabase.dll file in order to fix
the "Cipher Strenght: 0-bit" problem, it tells me:
Cannot rename Rsabase.dll: Access is Denied
Make sure the disk is not full or write protected and that
the file is not currently in use.
What next?
 
So we're on the same page here, Paul, are you trying to perform the steps
outlined in http://support.microsoft.com/?kbid=261328? Are you doing this
with *everything* but Windows Explorer closed (includes your anti-virus
application)?

Did you ever have 128-bit encryption? Do you install updates with your
anti-virus application running (You shouldn't)?[/QUOTE]
