CIPHER BIT STRENGTH SHOWS ZERO (Win 98 Sec Ed)

2nd Request<Sent first one in November with no response.
I've tried a lot of things to get this problem fixed.
1) Re-named rsaenh.dll, rsabase.dll,schannel.dll > .old
2) Re-moved and re-installed internet explorer 6.0
3) Restored previous configuration.
4) Executed the repair internet explorer tools command.
5) Deleted temporary intternet files. Cleared history.

I have also noticed that I cannot update my files from
the windows update home page. I get the following error
message: (0x800A138F. I can't even play the video games I
have installed already since I got the computer. I get a
script error message from ie..error on line 135. Need
advice/guidance as to what to do. Thanks...My e-mail is

Virtual presentation : 0-bit Cipher Strength Encryption in Internet Explorer
4.x, 5.x, 6.0 for Windows 95/98 / Rename corrupt files and reinstall 128-bit
encryption pack or install IE 4.x, 5.x, 6.0 SP1

Common script errors messages can be eliminated by Clicking:
Menu: Tools - Internet Options - Advanced tab.
Check "Disable script debugging"
Uncheck "Display a notification about every script error"
