Choose restart but in shuts down? HELP!

I am running Windows XP with SP2 and I am choosing Start -> Shut down ->
Restart and click OK. But the machine shuts down!!

It never used to do this! There are lots of articles for the other way
round, but not this way round.

Please help!!
