OS is Windows XP Home. When it boots up I get a message
saying one of my drive is in consistant and it wants to
run chkdsk. My hard drive is 40Gb in 4 partitions. Drive c
has 4KB in bad sectors, other 3 have no errors. How do I
get it to stop running chkdsk on every boot?

Does chkdsk report that any errors have been fixed?
In a command prompt type chkdsk c: /f
It should say something like can't check disk now,
would you like to check on next boot? press Y and
reboot. This will check the surface of the drive platters
for errors.
