chkdsk finding error and not fixing on restart

hello,

chkdsk recently started finding an error, and won't fix
it when i set /f and restart.

The error states "CHKDSK discovered free space marked as
allocated in the volume bitmap. Windows found problems
with the file system."

I reboot and chkdsk scans the hard drive and does not
report that any errors were found or that anything was
fixed. What's going on?
