Chinese, Japanese, Korean, etc. support?

Am I correct that in order to use Locale specific characters (i.e.
Fonts, Time, etc), the locale must be built into the OS? Obviously
there must also be an appropriate font. Are there other
considerations?

Yes you will need a foreign language version of the OS. Some considerations
are right to left layout with languages such as Japanese. You will need to
allow your screen to support right to left and vice versa generally within
the same form.
