Cheapest source for genuine copy of Windows XP Pro?

What is the cheapest legit source for a genuine copy of Windows XP pro?
(full, not upgrade).

I've heard that OEM is the way to go, and that you can qualify for it
with any hardware purchace, even a $5 mouse pad. Is this true?

Also looking for Office and Visual Studio .net

Although you may find a retailer that will break the rules regarding OEM,
here is what MS says:

Rules of OEM Installation

The OEM System Builder License no longer grants you the right to distribute
individual Windows® licenses with non-peripheral computer hardware
components. This brings it in line with application or server software (such
as Office or SBS). OEM may ONLY be distributed with a fully assembled
computer system. You may NOT distribute them with non-peripheral hardware.

Also, OEM is tied to the one computer. When it dies, so does the operating
system.

Um, the OP is not a systems builder. I can buy OEMs at major computer
store chains here in Spain all day long and without *any* hardware.
Also, OEM is tied to the one computer. When it dies, so does the operating
system.

All the components rarely "die". If any hardware needs replacing or
upgrading, the EULA allows this, even the motherboard. Have you even
read the EULA for a generic OEM???

Last week, CompUSA was selling Windows XP Pro Retail Upgrade
for $100. That is the lowest price I have ever seen for the retail version.
This week it's $130. That's the second-lowest price I've ever seen for
the retail version. I'm not promoting CompUSA, just stating the facts.
