Can anyone shed light on this site that sells Windows XP very cheaply - http://lowest-price-soft.biz/?masseur - are these guys for real, or will I get arrested if I buy from them???

Nah, never buy from companies like that. I don't seem to trust them too! Try
buying from a proper online shopping site, like www.amazon.com

I have heard a few stories from people who thought they were getting a
good deal.
Those that got anything, received a CD with a stolen Product Key.
There was absolutely nothing Microsoft could do and most of the
outfits are out of the country.

Arrested? No, you won't be arrested. I know of no jurisdiction
where being the victim of a scam is, in itself, illegal. (Although,
personally, I'm inclined to think that some forms of stupidity should
be illegal.)
There is _no_ legitimate software available at that site, as near
as I can tell. Certainly no Microsoft products are legitimately
available for download from there.

where being the victim of a scam is, in itself, illegal. (Although,
personally, I'm inclined to think that some forms of stupidity should
be illegal.)
