Character map -- making new characters

I wish to combine characters from the character map that don't already exist.
For example how can I create the following characters: P with ^ on top; p
with ^ on top; x with _ on top; X with _ on top.

This is really a question for a fonts group.
Try comp.fonts, alt.binaries.fonts. There is also a Microsoft support group
for fonts, but its exact name escapes me.
