Changing user Properties

When I try to change the user property by double clicking
on the user name, I get the following error message:
"The following error occured while attempting to read the
properties for the user Tom:
The Server service in not started."

I am using Win XP prfessional on an Pentium 4 with 256 RAM

I created a new user and wanted to change his property
from limited user to Administrator. I tried to change the
user property by going through Computer Management-->
Local User---> Select user and double click on the user
name to get the user property dialog box--When I tried to
access the Member of tab--- I get the error

Any Idea?
 
Apparently the Server services is not running.
Start / Run: services.msc [ENTER]

Navigate to the server service, change it's startup option to Automatic and
Start it. If it doesn't start review the Event Logs for clues as to why it
happened.
