One cannot change from one language version of Windows to
another language version. You'll need to purchase a "full version"
of Windows XP in your desired language version and then perform
a "clean install".
You can not change user interface language but you can display and write
many other languages regardless of what language version of Windows XP
you are using. If the language you want is not included, then you can
add that by installing it from a language pack in WXP CDROM. Navigate
from Control Panel --> Regional and Language options --> Languages.
