I have English and Russian setup on my Xp and it works
great.
Have you checked here:
Click start/control panel/regional and language
options/languages/details/language bar
I have 3 top options checked.
This gives me a transparent language bar on my desktop
where I can switch languages, no matter what application
I am using at the moment (IE/word/outlook/excel, etc)

indicator doesn't show on the task bar (appropr. option
are checked), the switch-between-laguage keys don't work;
the only way to switch is to select the language as
default and this switch doesn't work in the same document
(e.g. email, notepad, etc.) - I have to close it first
and then switch. I tried to use different keys for
switching, remove and add back - no luck. It worked
before but unfortunately, I didn't pay any attention to
when and how it got broken.
