Changing the default OS in a multiboot system

A user who knows just enough to get into trouble started to install XP on a
system running 98 and for some reason (I wasn't there and the usual user
shrugs aren't all that informative) the installation is "incomplete". We
want to remove WinXP from this machine but the usual method (Control Panel |
Add/Remove Programs | WinXP) doesn't work because the Add/Remove Programs
list is empty. To make the machine more usable. we'd like to change the
current default OS from XP to Win98 (which is a complete installation that's
been running for years). I looked at C:\boot.ini but the format of the
entries isn't obvious and I don't know how to refer to any particular OS
because there isn't a list there. Suggestions welcome.

In Windows XP, right click My Computer, select Properties, Advanced, Startup and Recovery, Settings. You can choose the default OS here.
