is there a way to change / increase the size of the icons in the
systray / notification area without increasing the size of the icons
on the desktop or explorer ?

Right click on the desktop.
Click Properties > Appearance tab > Advanced button.
In the "Item" dropdown menu select "Active Title Bar".
Increase only the size.
Click Ok > Apply > Ok.
