Changing Internet TIme Settings as Power User

Looking for some help. We have noticed that using XP Pro machines we can
successfully go through the routine of Synchronizing the Internet Time option
under Time/Date settings as an administrator. However being logged on as a
Power User we are unable to access any of the Internet Time settings. Has
anyone out there successfully accomplished the task of Synchronizing the
Internet Time as a Power User and if so could you fill us in. Thank you
 
Well, its done automatically...so why do you need to do it manually?

It's only done automatically if you've set the right settings. We can do this
as an administrator no problem. However we are looking for an answer as to
what policy setting or Right under user rights management shoul dwe change if
any to allow Power Users to change these settings. Power Users can change the
time and date and time zone but when selecting the Internet Time everythign
is grayed out.
