Domain Users can't change Proxy Settings

We have a Windows XP Tablet PC on our domain. When the administrator logs on
to the domain they can change the proxy settings under Internet Options.
However any other users are unable to as it is greyed out.
I've checked group policy and the proxy settings in there are correct.
However they are not being applied to this laptop.

Two things.
1.Where would IE7 be getting the proxy settings from, is it from the default
user settings

2. Can it be changed so that all people who log on will have the correct
settings.

That's right. Only admins have rights to do this, and users don't
(shouldn't) have admin rights.

That's a problem you should address specifically within group policy - check
rsop.msc and look for errors.

Probably, but it's hard to say without seeing this in person.
2. Can it be changed so that all people who log on will have the
correct settings.

Group policy is the place to do this, so I'd start there. The best place
for GP questions is microsoft.public.windows.group_policy.
