Changing Icon on desktop

Is there a way to change the icon for the recycle bin?

How do I change it so that all icons are changed for it? i.e. Recycle Bin
full and Recycle Bin empty?

Hi Randy,

Control Panel/Display/Desktop, click "Customize Desktop", you can change
icons here.
