Depend really:
1) Go to View > Folder Options. Click the View tab, then uncheck the box
that says "Hide file extension for known file types". Rename the file with a
new extension. NOTE: Files renamed with a new extension won't always work
with the new extension.
2) In the case of (for example) picture files, some programs can save under
a different format (e.g. Paint can save as .bmp, .jpg, tiff, etc or MS Word
can save as .doc, .rtf, .txt, etc). Simply open the file in an appropriate
program, then go to File > Save As, and select a new file type.
[[Installation archives often contain files with extensions ending in the
underscore. These files are compressed versions of their uncompressed
versions and the first two characters in the extension are the same as the
extension in the uncompressed file. For example, .EX_ would likely expand to
..EXE or .SY_ to .SYS, and so on.]] http://www.filext.com/detaillist.php?extdetail=ex_
