change XP theme (BEFORE LOGIN IN)

If i start windows, windows comes (BEFORE LOGIN IN) with
the standard XP theme.
I tried to stop the theme service but still the theme is
not the same as the Classic theme I use
when logged in.
Can i change the them for windows that shows before i
login, so it looks the same as the classic theme???

Is that the "Press Ctl+Alt+Del" one?

If so, has anyone tested what happens if WPA hatches its payload? I
ask, because I saw a Comapq laptop that did that. Nowhere did it give
the user a chance to select phone activation, see a phone number to
call, or review the installation ID. It tried to activate by
Internet, which fails (after all, who leaves a laptop able to connect
to the 'net without logging on or entering passwords?).

Eventually we had to wipe and start over. Nice, eh?

See the recent TweakUI for XP - one of the new things the original
TweakUI for XP didn't have, was the ability to set UI settings for the
pre-login screens. That may be just what you are after?
