You will need a server type operating system, such as Windows Server
2003 or Windows Server 2000, in order to create a domain.

From what I read, MCE 2004 can be joined to Domain, and this functionality
was removed in MCE 2005 (during a clean install). For more clarity, you may
post this question in the MCE newsgroup.

Do you have a domain controller already set up? To use a domain you need a
computer set up as a domain controller using Windows Server NT, 2000, or
2003. What are you trying to accomplish using a domain? XP MCE will lose
some of it's functionality if you join it to a domain.
