change the xp shortcut keys

hi all..

can we change the windows short-cut keys?
winkey+r= run
winkey+e= explorer

can we change the key strocks for the above shortcuts?
i wanna win+v= run.....
can it done?

plz clarify.. if we can.. plz tel me how it done?
