The language packs are not available for Home Premium (only Ultimate and
Enterprise Editions)

You can't "change the license". You will need to format the hard drive and
install the new version, then reinstall all your software, then restore
documents. You almost surely won't be able to use Easy Transfer either
since you're changing languages so you'll need to manually back up items you
want to keep.

Is this because of the difference in languages? In XP as I remember,
you could repair install and put in the new PID in and you would have
the new license (home to pro for example).

Hi,

This is based on information that I learned earlier and please do contact
local MS support for confirmation.

The best path, based on my understanding, is to upgrade your Chinese home
premium to Chinese Ultimate and then download English language pack.

If my memory serves me right, English language pack is provided for other
language versions of Ultimate.

Hope this helps and good luck.
