Change partition size

I am running out of room and have moved most files and all personal folders
form E to C drive. C drive is FAT 32 with 23.84GB and has 91% free space. E
drive is NTFS with 4.09GB and has 7% free space.
How can I take space from C and add it to E?
 
The only way you can create, delete, resize or merge existing partitions,
and not harm your existing Windows installation, is to purchase and use
a third-party partitioning program such as Partition Magic 8.

You'll have to get a 3rd party partitioning program. Microsoft's tools do
not support changing partition size without recreating the partition.

You're probably better off simply spending that money on a bigger (and
probably faster) drive. 80 gig drives are not expensive. I see a Seagate
80 gig drive for CDN$60.
