Change order of PST files

I have multiple e-mail accounts in Outlook 2003. By default Outlook places Personal Folders.pst first, Archieve second and then the other accounts in some random order.

Is it possible to change that? For instance, put my Gmail-Imap folder at the top?

yes AFAIK, if you designate your GMail IMAP folder as the default delivery
location. otherwise no.

IMAP folders can never be designated as the delivery location.

My IMAP account is my default account but it is still at the end of the list.

"Default" is not "delivery". Your delivery location (default folder set,
different from the default account) will come first. Folders sets added
after the initial one will show up below that, I believe, including IMAP
folder sets.
