change keyboard settings

I need to change my keyborad settings, the configuration
of some keys are the wrong place like the @ key is
where " is and so on it used to be easy with ME you just
click on the keyboard in control panel & change
accordingly but I can't seem to change with XP.
Anyone out there that can help much appreciated.

Start/Run/type or copy and paste: control international /OK.
Languages tab/Details button. I don't know what country you are in. If UK,
(I assume this with the reference to the @ key) is the Default input language
English (UK)? Installed services English (UK)/Keyboard UK?
