Hi, I was told in order to format the hard drive I may
need to re-arrange the order of bootdevices in the PC's
BIOS to boot from the CD. How do I do that? Thanks again!!
 
You open the BIOS by pressing the key assigned to do that.
Then you use the arrow keys to navigate the BIOS screens.

Did you get any papers with the computer, the particular
instructions should be in a book(let) that came with the
computer, perhaps called a Users Manual.

The bios is small box on the motherboard that runs firmware 24/7 powered
by your motherboard battery. In a sense, it's like a little computer
within your computer. To modify it you have to access it, usually on
most clone [standard] pcs you get there by hitting the Delete key when
you first power up. Often, you may see a line on startup that says "to
enter setup press somekey" or key combo.

When you first start your pc, you'll see a message at the bottom of the
screen that says something like, "Press DEL to enter Setup". Press
whatever key it says and find the Boot Order entries. Do not change
other entries in the BIOS. Or read your motherboard/computer manual.

At power on, as it counts memory or displays a maker's logo, hit
whatever is the correct key on your machine to enter BIOS setup. Most
commonly DEL or F2 - but there is usually a 'Hit whatever to enter
Setup'

In that either:

Boot page
Look for the CD drive, select it (down arrow to highlight it) and then
use number pad + key to push it to the top, with Hard drive next

or
BIOS Settings page, look for the Boot Order item and use PageDn to cycle
round settings to CDRom, C:

Either - Hit ESC then select Exit - Saving settings, have the CD ready
in the drive and give a confirming Y to exit and reboot. When it boots
you will get some message like 'Booting CD, hit any key to confirm', so
hit a key this time; not the next after the reboot in the middle of
setup (it will then boot the new installation on the hard drive)

Well......

Actually, the BIOS is just another chip on the motherboard, not really
a small box. Although it is supposed to always have power trickled to
it, this power only comes from the MB battery if the power from the
power supply is interrupted. This won't occur just by shutting down
the computer from Windows or pressing the power button on the case.
The battery only supplies current to the CMOS if the power is
interrupted between the outlet in the wall and the power supply.
